West bengal poll voting began today 7 am for 54 assembly seats of North

Polling for the first phase of West bengal assembly elections 2011 began today at 7 AM for 54 seats in North Bengal.. Voting is taking place in the six districts of Cooch Behar, North Dinajpur, South Dinajpur, Jalpaiguri, Darjeeling and Malda.

In the first two hours nearly 14 per cent polling has been recorded. An estimated 97.4 lakh people are expected to vote which will decide the fate of 364 candidates of left parties, Trinmool congress Congress and others.

A Bihar voters list, a mobile phone and some cash were seized from inmates of a Bihar jail early Saturday, police said.

The four-page voters list and other objectionable items were recovered from the Siwan district jail in Siwan district of Bihar where assembly elections 2010 are to be held in october - november 2010 .

"During a surprise raid, we recovered a bihar voters list ahead of the upcoming assembly polls," a police official told IANS on phone.

In less than two weeks, Afghanistan will elect a new parliament — a chance to show that the country is making progress. Unfortunately, the odds of success may not be much better than they were last year, when a presidential election, marred by violence and widespread fraud, left Afghans and the international community questioning the legitimacy of Hamid Karzai’s victory.

Millions of Afghans courageously voted in past elections and may do so again. There are 2,447 candidates on ballots in 34 provinces, including about 400 women (up from 328 in 2005) despite severe constraints on their political participation in this male-dominated society.

Still, there are many reasons to worry.

Security is the biggest obstacle given the worsening insurgency. Four candidates have been killed in attacks by suspected Taliban fighters even with a buildup in American forces and an escalation in allied military operations. Armed men also killed five campaign workers for a female candidate. Many candidates running for 249 parliamentary seats are too fearful to campaign, and some have told reporters that the violence, especially suicide attacks, is much worse than last time. Election officials say it is too dangerous to even open at least 938 of 6,835 polling centers — most in the south and the east.

The threat of another fraud comes close behind. When Mr. Karzai ran last year, his allies stuffed so many ballot boxes that the Electoral Complaints Commission ended up throwing out one-third of his votes. Mr. Karzai won by default after his opponent dropped out.

That disaster prompted calls for major electoral reforms. There have been some — but not nearly enough. The most significant may be Mr. Karzai’s appointment of a new chairman of the Independent Electoral Commission, which oversees election logistics. His predecessor failed to adequately prevent or punish fraud.

The new chairman, Fazel Ahmad Manawi, an Islamic scholar and former I.E.C. commissioner, is generally viewed as doing a better job. He barred 6,000 people who worked on the fraudulent November poll from administering this one, improved ballot security, and publicized polling sites weeks — rather than days — in advance.

The United Nations-backed Electoral Complaints Commission — the election’s ultimate arbiter — is reconstituted, although experts are concerned about the competence of the new members. Their big test will be whether they have the courage of their predecessors to expose fraud if found. It will be hard to pull off credible balloting. The election is hampered by a flawed voter registry, a vetting process that left far too many corrupt warlords on the ballots, and fewer independent observers. Reports of vote buying, bribery and intimidation are rife; Mr. Karzai shows no sign of discouraging this.

It would be better to postpone the election. But American and allied officials say Kabul wants to proceed, and they must respect that decision. While the allies pressed the Karzai government on reforms, they seem curiously resigned to whatever may happen.

In the remaining weeks, the allies should press Mr. Karzai and other major political leaders to urge all Afghans to vote, to speak out against fraud and corruption and to pledge that violators will be punished. No one expects Afghanistan to install a perfect system overnight. But cynical and disenchanted Afghans need to see there is a way for their voices to count.

Date of 2nd phase of Bihar assembly election 2010 for 45 assembly seats : October 24 2010
Date of 3rd phase of Bihar election 2010 vidhan sabha chunav for 48 vidhan sabha seats : October 28 2010
Date of 4tht phase of Bihar vidhan sabha election 2010 for 42 assembly seats : November 1 2010
Date of 5th phase of Bihar poll 2010 for 35 assembly constituencies : November 9 2010
Date of 6th phase of Bihar election 2010 for 26 assembly constituencies : November 20. 2010

The counting of votes is scheduled for November 24. The notification for the first phase would be issued on September 27 and that for the sixth phase on October 27.The bihar assembly election 2010 process would end by November 26 2010 and the term of the present Assembly would expire on November 27 2010.

Thirty-eight bihar assembly seats were reserved for the Scheduled Castes and two for the Scheduled Tribes, he said.

The court has ordered by polls in telangana for two assembly seats in Andhra Pradesh's Telangana region along with 10 other seats going to the polls July 27.

The court passed the orders on a petition by the Telangana Rashtra Samiti (TRS) challenging the decision of the Election Commission not to hold by-polls in Sircilla and Vemulawada assembly constituencies in view of some election petitions pending in the court.

"Now the Commission has decided to hold the by-elections to fill up the vacancies for Vemulawada and Sircilla constituencies as well, along with the 10 vacancies already announced," the Election Commission said.

The election commission of india 's chief Navin chawla has said that Karnataka Chief Minister B S Yeddyurappa is protecting political leaders who violated the model code of conduct.

In a confidential letter to the state Governor Hansraj Bhardwaj, the CEC has complained that in July 2009, Karnataka government withdrew 11 cases against senior leaders.

Altona by-election campaign begins

Pier Street punters were nonplussed as campaigning for the Altona by-election began on Saturday.

The western Melbourne seat is up for grabs on February 13 after former transport minister Lynne Kosky quit politics for family health reasons this week.

The by-election will be a litmus test of how the parties are tracking in the lead-up to the state poll in November.

The coalition is hoping to make some inroads into the Labor stronghold, which Ms Kosky retained by a 20 per cent margin in 2006.

Liberal candidate Mark Rose, a traffic cop and local councillor, hit the hustings on a blustery Saturday morning, greeting locals as they brunched.

He met Australian Defence Force worker Andrew Eyles, 54, of Point Cook, who told him infrastructure in the area had not keep pace with booming urban growth.

Mr Eyles, who has lived in the electorate since 2000, said Ms Kosky inherited a poorly funded public transport system and could not be personally blamed for its failings.

"You can't necessarily make a silk purse out of a sow's ear overnight," he told AAP.

"Trams would be a luxury (but) it's never going to happen out this way. You've got to look at the schools, the parks, the football ovals for the kids."

Mr Eyles was undecided which way he would vote.

"They (politicians) need to have more of a dream for the future and start ... putting the planning in now.

"But unfortunately ... they are short sighted."

Lex Aitken, 66, of Altona West, said he had lived in the area since 1951 and he was happy with services.

Opposition Leader Ted Baillieu said the coalition was contesting the election to give the people of Altona a chance to hit back at a government that had ignored the electorate.

"This has been traditional Labor heartland and it has been neglected," he told reporters.

"This area has been taken for granted for too long and this is a chance to send (Premier) John Brumby and his government a very powerful message."

Mr Rose said people living in the eastern suburbs had been favoured at the expense of the west.

"Everyone that lives out east gets a nice ride in on this upgraded Monash (Freeway). (In the) western suburbs, you can sit in a traffic jam for an hour and a half and be late for work," he said.

Mr Rose, who has four young children, lives in Werribee and has been a police officer for almost 17 years.

Labor is expected to announce its candidate on Wednesday and the Australian Greens candidate will be known on Sunday.

Possible ALP candidates include Lori Faraone, Jill Hennessy, Bronwyn Halfpenny, Catherine van Vliet and Ingrid Stitt.

A government spokesman said Altona electors will never forget double-digit unemployment and cuts to police and schools when Mr Baillieu was Liberal party president and Jeff Kennett was premier.

Greens MP Colleen Hartland, who represents the Western Metropolitan Region in the upper house, said there was a lack of connectivity between the bus and the rail system in the electorate.

"The government ... is tired, it's showing a lack of imagination, it's bullying, it just rams through legislation without consultation with local communities on really major issues," she told AAP.

"So I think there is a good chance there will be a swing against them."

With just over two weeks left for the high-profile event, it became clear that Kalmadi has failed to get a nomination from Maharashtra. As per the guidelines adopted, each affiliated unit of Hockey India has to nominate one man and one woman.

Former Bharatiya Janata Party (BJP) leader Jaswant Singh on Wednesday resigned as the chairperson of parliament's Public Accounts Committee (PAC).

Jashwant Singh put in his papers today (Wednesday) and it will come into effect from Dec 31 2009

Sources close to the former defence minister said that Jaswant singh wanted to announce his resignation publicly but it was leaked by members of the PAC.

BJP had asked Jaswant Singh to step down from the post of PAC's chief after he was expelled in August from the primary membership of the party following his book on Pakistan founder Mohammad Ali Jinnah.

BJP had asked Jaswant Singh, who is member of Lok Sabha from Darjeeling constituency, to quit the parliamentary panel on grounds of morality.

The 22-member PAC committee scrutinises government spending. Jaswant Singh was appointed its chairperson when he was in the BJP.

GHMC Election Results 2009

Hyderabad: Andhra Pradesh's ruling Congress party and the Majlis-e-Ittehadul Muslimeen (MIM) were Thursday ahead in the Hyderabad civic polls with the opposition Telugu Desam Party (TDP) trailing in third position.

Counting of votes for the election held Monday began at 8 a.m. The Congress had won 17 seats and was leading in 11 while the MIM had bagged 15 seats and was ahead in four. The TDP was at third place with 10 seats and leading in four.

About 43 percent of 5.7 million voters had cast their votes in the elections for the 150-member Greater Hyderabad Municipal Corporation (GHMC).

Though Congress and MIM do not have an alliance, they are likely to enter into a post-poll agreement for election of mayor and deputy mayor to be held on Dec 4.

The Bharatiya Janata Party (BJP) has so far won only one seat and is leading in another. The Praja Rajyam Party (PRP) of actor-turned-politician Chiranjeevi and Lok Satta floated by former bureaucrat Jayaprakash Narayan are yet to open their account.

This the first test of strength for the political parties after the April-May elections to the state assembly and the Lok Sabha. The elections also come in a changed political scenario following the Sep 2 death of former chief minister Y.S. Rajasekhara Reddy in a helicopter crash.

This is the first municipal election after Greater Hyderabad was created in 2007 after merging eight municipalities and 12 villages of neighbouring districts with Hyderabad.

This has made Greater Hyderabad the second biggest urban agglomerate in the country after New Delhi in terms of area (621.48 sq km).

The last election to the Municipal Corporation of Hyderabad (MCH) was held in 2002. The TDP, which was in power in the state, had won majority of the seats in the then 100-member body in alliance with BJP. The TDP candidate was elected mayor in the direct elections held to the post.

This time the newly-elected corporators and ex-officio members (state legislators and MPs) will elect the mayor.

earlier, the Greater Hyderabad municipal Corporation (GHMC) election results will be declared today. The resultrs for the firstv GHMC council election is expected to come around afternoon.

The counting of votes today begun at 8.00 am in 24 centres across the city.

However, the low voter turn out is the major worry for the contestant. Around 42.9 percent voters exercised their franchise in the elections held on Monday.

Elections were held for 150 municipal wards. The key contest is between ruling Congress and MIM.
